Do I still have a great chance to transfer to Uc berkeley or UCLA?

You shouldn't have to much of a problem. 3.8 is a good GPA since it is out of a 4.0 in college. The two W's can't do anything about them so don't worry it shouldn't hurt your chances. As for the F's if you retook the cles that is all they care about.
