Do i need to pay to launch my jetski on a loch in scotland?

Thinking about buying a jet ski and would like to know whether i can ski on any lochs in Scotland? Do I always need permission of loch owners? Do i have to pay to go on the water? Do i need personal and/or pwc insurance? Do i have to be a member of a club first? thanks for help.
